If the problem is just size, a liposuction is the best answer.
This can be done under local anesthesia. If you also have
sagging, the procedure of choice is called a brachioplasty or
arm lift. This is surgery that removes both skin and fat of the
upper arm between the axilla and the elbow, which does leave a
scar on the inner, more inconspicuous side of the arm. The arm
lift may require a light general anesthesia. Both procedures
require pressure dressings for a few days following the surgery.
